What is Wrong [UPDATED]:

Of course, these men of power, removed from the effects of their positions are willing to endorse Torture. They and their loved ones will not be harmed by the after-effects. Waterboarding is Torture.

Waterboarding has been done before, read my short post here most notably in the Philippines and Vietnam.

Bush is simply being like other US Presidents in the endorsement of WATER TORTURE, like Taft at the Lodge Committee.
